Indoor Aquatics Provision Feasibility, Design and Business Case

Solucio was engaged to develop an Indoor Aquatics Provision Feasibility Study and Business Case for Hepburn Shire Council.

The aim of this project is to understand the needs of the Community and identify and prioritise a range of practical, feasible and sustainable options for indoor aquatic facilities (or facility) within the Shire.

The methodology for this project has involved:

• Detailed Situation Analysis including document review, and analysis of demographic/population trends.
• Review of Council aquatic facility usages, current level of provision and a service-level catchment analysis for each.
• A range of in-depth interviews with key stakeholders.
• Online community survey to understand community needs and aspirations.
• Costed options analysis against an objective assessment criteria.
• Concept designs for options, including triple bottom line business cases and feasibility assessments for each.

This final outcome supported Council in pursuing future finance and funding support to deliver the preferred option.
